Do I have Ruby installed on my computer?

If you have Sketchup V4, SketchUp V5 Pro or Google SketchUp, the answer is yes, as it comes packaged within SketchUp.

The caveat to this answer is that while Ruby scripts can run under SketchUp, you can't run Ruby scripts outside of SketchUp with just this setup.

If you are on a Mac, Ruby comes preinstalled by Apple.

If you are on Windows, you can intall Ruby (it is free) on your computer so you can create and run Ruby scripts outside of SketchUp.

However, as far as the scripts offered by smustard.com are concerned, there is generally no need to do this.  If a script requires Ruby resources beyond the typical requirements of what comes with SketchUp, the smustard script will explain what and why, and how to get the needed resources.
